Why aren't traffic lights smarter yet?

I have been saying this for 15 years. With every thing else we can do in this world, how are traffic lights still this stupid?

Every person on the road is carrying a GPS device in their pocket that knows exactly where they are going. It is also connected to all the other devices in the world. In theory, we could predict traffic flows with near perfect accuracy. But find, lets even through that idea out, call it a privacy issue, whatever, we can ignore that, this part doesn't even bother me.

We have the technology to count cars athat are at any given intersection. Pressure indicators, cameras, magnets, senors, basic logic. None of this is new. The idea that a light can't tell that there are 30 cards backed up on a main road, while the side street gets a green light has literally no one coming, is flat out ridicioluos.

Really, my dream job might just be the traffic light controller monitor guy. I could sit in a little control room, or even on  lifeguard chair at an intersection, just manually changing the lights. Car traffic contoller for intersections. I'd be so great at it. I would keep track of average wait times, and would run the top intersection in the world.

I am sitting on a four lane road, at a red light on its third cycle since I pulled up, while 4 cars go through the cross street. The light finally turns green and like 10 cars make it before we turn red again. There is simply no excuse for this. Zero excuse. A senor could fix this, a basic camera could fix this, a guy with a clipboard watching for 30 seconds could fix this. I just don't understand. I am not asking for Watson GPT AI to be installed at every intersection, just not a timer from 1994. 

There just has to be something better here.
